Change in the lives of stakeholders brought about by an activity, programme or organisation — change that would not have happened without it.
Impact is not the output itself but the change the output leads to. The impact of a training course is not how many people attended, but what changed in the lives of those who did.
Measuring impact means subtracting the shares an activity is not responsible for: deadweight, displacement, the part attributable to others, and drop-off over time.
